Uttar Pradesh New and Renewable Energy Development Agency (UPNEDA) is seeking tenders from companies for the 5 MW solar power project at Mau, Uttar Pradesh. The main aim of this step is to speed up the infection with renewable energy in the state, and solar energy is the way to go.
Proposals from the bidders will have to be in by March 10, 2025, with the BID opening on March 11, 2025. The project is hoped to be operational within 15 months of the PPA being signed.
Eligibility and Financial Requirements
UPNEDA, in order to ensure that the project is successfully carried through, has set specific financial and technical criteria for bidders. The submission must include a document fee of ₹29,500 and a processing fee of ₹200,000 plus GST at 18%. Also, developers will have to fulfill the condition of paying earnest money deposit (EMD) ₹800,000 for 1 MW as a part of the bid submission. The chosen bidder should provide a performance bank guarantee (PBG) of ₹2 million within 30 days of the LOI receipt.
Financial standing is the first requirement, which is the reason that UPNEDA has imposed that the bidders must hold a minimum net worth of ₹8 million per MW of the quoted capacity. This financial standing should be sufficient and be in line with the last financial year’s or the last seven days before the level of bid submission. These protective measures are planned to guarantee that the project will get only the developers who are financially capable, and, thus, the project will be finished on time and future maintenance will be guaranteed.
Project Guidelines and Technical Specifications
The hired programmer should make sure that the project is going to have an annual capacity utilization factor (CUF) of at least 19%. In the first ten years of operation, the annual CUF must be between +10% and -15% of the declared CUF to meet the contract obligations.
To minimize the level of technological risks and to ensure the efficiency of the process, the developers must use:
- Solar technologies in commercial use with guaranteed and operational popularity.
- Solar modules from the latest Approved List of Models and Manufacturers (ALMM)
Land Lease and Infrastructure Support
UPNEDA will give the land in Saraisadi village on a 30-year lease at the rate of ₹15,000 (~$173)/acre per annum. This site can be used effectively as it has a perfect location and will be ideal for setting up the solar power plant.

Participation in this tender is part of UPNEDA’s pursuit of the broader goal of increasing solar energy capacity and thereby decreasing the dependence on fossil fuels. Uttar Pradesh is one of the states in India that actively concentrates on the promotion of solar and renewable energy, because of which the state is following the path of India’s clean energy and sustainability objectives.
If the project is properly implemented, the faculty of the state to achieve the renewable-energy roadmap will be significantly developed, causing investment in the solar infrastructure to increase accordingly.
