Andhra Pradesh Southern Power Distribution Company Limited is taking a giant leap in the state’s renewable energy landscape. They have recently filed a petition with the Andhra Pradesh Electricity Regulatory Commission (APERC) seeking approval for four Power Purchase Agreements (PPAs) for a total capacity of 400 MW wind-solar hybrid projects. This move is part of a broader initiative to enhance grid stability and promote sustainable energy in Andhra Pradesh.

    Petition Details

APSPDCL has filed a petition for agreements with Axis Energy Ventures India Private Limited and its SPVs. Two Agreements of 100 MW each have been executed on November 24, 2022. This is to benefit from the state’s Wind-Solar Hybrid Power Policy, 2018, for efficient use of transmission infrastructure and stable power supply.

It hasn’t been an easy ride till here. Although the agreements for these projects were signed, changing government incentives in 2019 put them in a regulatory spotlight. A judgement of the High Court of Andhra Pradesh, on 16 August 2022, allowed these PPAs to proceed further by asking the state to permit the execution of already signed agreements.

Implications for Renewable Energy in Andhra Pradesh

The growth, therefore, goes beyond just the addition of capacity; it set a precedent in how renewable energy projects can be integrated into the state’s energy mix. Not only does the hybrid model—wind and solar—together promise round-the-clock renewable energy, but together they also promise to overcome some of the intermittency issues related to stand-alone solar or wind installations.

    Statements and Support

The petition is accompanied by detailed documentation, including the DPR and Scheme Implementation Agreement, to indicate due preparation and intent. There are no direct quotes from any individuals in the available resources, but the actions and regulatory steps that APSPDCL has undertaken say a lot for their commitment to this project.

    The Bigger Picture

This initiative is in line with the vision of Andhra Pradesh—to be a leader in renewable energy within India. This will be watched closely, as the outcome may set the direction for future renewable energy projects in Andhra Pradesh and possibly become the standard setter for wind-solar hybrid initiatives across India. This regulatory approval seeks not only to expand its renewable portfolio but also to lead Andhra Pradesh into a future wherein green is the norm, not the exception.
